The Finnish Pharmaceutical Insurance Pool (LVP) and the Finnish Co-operative for Pharmaceutical Injury Indemnities have not had an insurance agreement since 2012 and therefore these pools have not had any income from insurance premiums. The pool was put into run-off, so new cases of pharmaceutical injury will not be taken on, but in cases of old liabilities the pool will carry on as before.
Insurance, compensation and actuarial affairs
In 2016, 24 claims regarding the Pandemrix vaccination were filed with the pool. By the end of 2016, a total of 397 Pandemrix-linked claims were filed, of which 292 concerned narcolepsy.
The Act on partial funding of damages for pharmaceutical injuries in 2009 from government funds was passed at the beginning of 2013 This 'Lex Pandemrix' is necessary for securing full compensation of pharmaceutical injuries in 2009 for the injured parties now and in the future.
In 2016, EUR 2.0 million was paid out in compensation (including treatment costs of claims), and by the end of the year, the total liability was EUR 17 million after deducting the re-insurers' share.
The crisis communications plan was tested by means of an exercise. Media training sessions were continued on a regular basis, as part of standard operations.
The website was updated with information about claiming compensation related to property damage, based on a Supreme Court precedent, along with current information about filed notices of injury and the claims decisions made.
Assessment of likely future development
Following the putting of the pool into run-off, in cases of old liabilities, the pool will carry on as before. No special research and development investments were made.
